The rule in brief

Can tourists drive in Dubai? Visitors may drive when their licence meets the current UAE conditions and the rental company accepts their documents. The issuing country and visitor status matter, and residents follow a different route. Verify the official rule and the provider’s insurance requirements before paying. Check the issuing country before you book a car.

A valid home-country licence may be sufficient for some visitors. Others need an International Driving Permit alongside their original licence. Residency changes the rule, so the visitor answer should not be carried into a relocation decision.

First, identify which rule applies to you

This guide separates short-term visitors from UAE residents. A residency visa, Emirates ID or licence-conversion requirement can move a person into a different legal and insurance position.

Visitor

You are entering temporarily and remain licensed in another jurisdiction.

Resident

You have established UAE residency. The visitor pathway should no longer be assumed to apply.

What to check, in order

  1. Confirm your status

    Establish whether you are legally a visitor or resident on the date you intend to drive.

  2. Check the issuing country

    Use the current official eligibility list rather than a blog summary or an old screenshot.

  3. Confirm rental and insurance terms

    The operator may require documents beyond the minimum legal rule.

  4. Carry the originals

    Keep the licence, permit where required, passport and rental documents available.
